Publication Ethics
Publication Ethics in This Journal:
Journal of Evaluation and Strategic Studies of Basic Education or Jurnal Evaluasi dan Kajian Strategis Pendidikan Dasar, published by: Regional Resources Research and Development Institute, is a peer reviewed journal that publishes research manuscripts that focus on government policy innovation topics that have never been published elsewhere and are not currently under review.
The following statement explains the ethical behavior of all parties involved in publishing articles in this journal, including authors, editors, review partners, and publishers.

Author Duties:
Reporting Standards: Authors must present an accurate report of the original research conducted as well as an objective discussion of its significance. Researchers must present the results of their research honestly and without fabrication, falsification or inappropriate manipulation of data. The manuscript must contain sufficient detail and references to allow others to replicate the work. Fraudulent or intentionally inaccurate statements are unethical and unacceptable behavior. Manuscripts must follow the journal submission guidelines.
Originality and Plagiarism: Originality and Plagiarism: Authors must ensure that their manuscript is their original work. Manuscripts may not be submitted simultaneously to more than one publication unless the editors have agreed to joint publication. Relevant previous work and publications, both by other researchers and the author's own, must be properly stated and referenced. Primary literature should be cited whenever possible. Original words taken directly from publications by other researchers should appear in quotation marks with appropriate citations.
Multiple or Simultaneous Publication: Authors may not submit the same manuscript to more than one journal simultaneously. Submitting the same manuscript to more than one journal is unethical and unacceptable behavior. Duplicate publications originating from a research project must be clearly identified and the primary publication must be referenced.
Acknowledgment of Sources: Authors must acknowledge and cite all data sources used and influential in their work. Appropriate recognition of the work of others should always be given.
Manuscript Authorship: Authorship of a manuscript must reflect the individual's contribution to the work. Authorship should be limited to those who have made significant contributions to the conception, design, implementation or interpretation of the reported study. Others who have made significant contributions should be listed as co-authors. In cases where the main contributor is listed as the author, while those with less contribution to the research or publication are listed in the acknowledgments section. The author also ensures that all authors have seen and approved the submitted version of the manuscript and include their names as co-authors.
Disclosure of Conflicts of Interest: In their manuscript, all authors must disclose any financial or substantive conflicts that might affect the results or interpretation of their manuscript. All sources of financial support for the project must be disclosed.
Fundamental Errors in Published Work: If the author discovers an error in the submitted manuscript, the author must immediately notify the journal editor or publisher and work with the editor to retract or correct the manuscript.
Editor's Duties
Publication Decision: Based on the review report from the editorial board, the editor can accept, reject, or request modifications to the manuscript. The validation of the work in question and its importance to researchers and readers should always drive such decisions. The editors may be guided by the policies of the editorial board and limited by legal requirements such as those currently in force regarding defamation, copyright infringement and plagiarism. Editors can consult with editors or review partners in making this decision. Editors must be accountable for everything they publish and must have procedures and policies to ensure the quality of the material they publish and maintain the integrity of the published record.
Manuscript Review: The editor must ensure that each manuscript is initially evaluated by the editor for originality. Editors must organize and use peer reviews fairly and wisely. Editors should explain their peer review process in the information for authors and also indicate which parts of the journal are peer reviewed. Editors should use appropriate peer reviewers for papers considered for publication by selecting people with sufficient expertise and avoiding those with conflicts of interest.
Fairness: Editors must ensure that every accepted manuscript is reviewed for its intellectual content without regard to the sex, gender, race, religion, nationality, etc. of the author. An important part of the responsibility to make fair and unbiased decisions is upholding the principles of editorial independence and integrity. Editors are in a powerful position with making decisions about publication, which makes it extremely important that this process is as fair as possible.
Confidentiality: The editor must ensure that information regarding the manuscript sent by the author is kept confidential. Editors should critically assess any potential breaches of data protection and patient confidentiality.
Conflict of Interest Disclosure: The editor will not use unpublished material for his or her own research without the written consent of the author. Editors should not be involved in manuscript decisions where they have a conflict of interest.
Duties of Bestari Partners
Confidentiality: Information regarding manuscripts submitted by authors must be kept confidential and treated as privileged information. They may not be shown or discussed with others unless permitted by the editor.
Source Acknowledgment: Mitra Bestari must ensure that the author has acknowledged all data sources used in the research. Bestari Partners must identify relevant works that have not been cited by the author. Bebestari Partners must immediately notify the journal if they discover any irregularities, have concerns about the ethics of a manuscript, are aware of substantial similarities between a manuscript and a concurrent submission to another journal or an already published manuscript, or suspect that an error may have occurred during research or writing and submission of the manuscript. Bestari Partners must maintain their confidentiality and not investigate further personally unless the journal requests further information or advice.
Objectivity Standard: Review of submitted manuscripts must be carried out objectively and Bestari Partners must express their views clearly with supporting arguments. Bestari Partners must follow the journal's instructions regarding the feedback required of them and, unless there is a good reason not to. Bestari Partners must be constructive in their reviews and provide feedback that will help authors to improve their manuscripts. Bestari Partners should explain how additional investigations are necessary to support the claims made in the manuscript under consideration and which would only strengthen or expand the manuscript.
Conflict of Interest Disclosure: Information or ideas obtained through peer review must be kept confidential and not used for personal gain. Bestari Partners should not consider manuscripts in which they have a conflict of interest resulting from competition, collaboration, or other relationships with any of the authors, companies, or institutions. In the case of a double-blind review, if they know the identity of the author, inform the journal if this creates a potential conflict of interest.
Timelines: Bestari Partners must respond within a reasonable timeframe. Bestari partners only agree to review a manuscript if they are reasonably confident they can return the review within the proposed or mutually agreed upon timeframe, informing the journal promptly if they require an extension. If the Bestari Partner feels it is impossible to complete the review of the manuscript within the specified time, it must be immediately communicated to the editor, so that the manuscript can be sent to another Bestari Partner.

Justice Aspect
Editors at all times evaluate manuscripts for the author's intellectual content without regard to the race, gender, sexual orientation, religious beliefs, ethnicity, nationality, or political views of the authors.
Confidentiality
The editor and any editorial staff must not disclose any information about a submitted manuscript to anyone other than the author, reviewers, prospective reviewers, other appropriate editorial boards, and the publisher, as appropriate.
Disclosure and Conflicts of Interest
Unpublished material in a submitted manuscript may not be used in the editor's own research without the written consent of the author.
Reviewer Duties
Contribution to Editorial Decisions
Bestari partners assist editors in making editorial decisions and can assist authors in improving the quality of manuscripts through editors.
Speed
Any selected reviewer who feels they do not meet the requirements/interest to review the manuscript or does not have enough time to review it must immediately notify the editor and withdraw from the review process.
Confidentiality
Any manuscript accepted for review must be treated as a confidential document. Manuscripts must not be distributed or discussed with others unless permitted by the editor.
Objectivity Standards
Reviews must be carried out objectively. Personal criticism from the author is inappropriate. Reviewers should state their views clearly with supporting arguments.
Source Acknowledgment
Reviewers should identify relevant published work that has not been cited by the author. Statements that observations, derivations, or arguments have been previously reported should be accompanied by relevant citations. Reviewers should also state to the editor if there are substantial similarities or overlaps between the manuscript under consideration and any other published articles.
Disclosure and Conflicts of Interest
Information or ideas obtained in the review process must be kept confidential and not used for personal gain. Reviewers should reject manuscripts where they have a conflict of interest due to competition, collaboration, or other relationships or connections with any of the authors, companies, or institutions associated with the manuscript.
Writer's Duties
Reporting Standards
The author of an original research report must present an accurate account of the work performed as well as an objective discussion of the significance of his or her research. Underlying data must be included accurately in the manuscript. A manuscript must contain sufficient detail and references to permit others to replicate the work. Reporting fraud or intentionally providing inaccurate information is unethical and unacceptable behavior.
Data Access and Retention
Authors are requested to provide raw data related to the manuscript for editorial purposes, and should be prepared to provide public access to such data (consistent with the ALPSP-STM Statement on Data and Databases), if possible, and should in any case retain such data after publication.
Originality and Plagiarism
Authors should ensure that they have written entirely original work, and if the author has used the work and/or words of others, then these have been appropriately cited.
Multiple, Redundant and Simultaneous Publication
An author may not publish manuscripts describing the essence of the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal simultaneously is unethical and unacceptable publishing behavior.
Source Acknowledgment
Proper recognition of the work of others should always be given. Authors should cite publications that have been influential in determining the work they report.
List of Manuscript Authors
Authors should be limited to those who have made significant contributions to the conception, design, conduct, or interpretation of the research being reported. All persons who have made significant contributions must be listed as co-authors. Other persons or parties who have participated in certain substantive aspects of the research project must be acknowledged or listed as contributors. The corresponding author should ensure that all appropriate authors are listed in the manuscript and there are no inappropriate authors, and that all authors have seen and approved the final version of the paper and have agreed to its submission for publication.
Human or Animal Hazards and Subjects
If the work involves chemicals, procedures or equipment that have unusual hazards inherent in their use, the author should clearly identify these in the manuscript.
Disclosure and Conflicts of Interest
All authors must disclose in their manuscript any substantive or financial conflicts of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project must be disclosed.
Fundamental Errors in Published Works
When authors discover significant errors or inaccuracies in their published work, it is the author's obligation to immediately notify the journal editor or publisher and work with the editor to retract or correct the manuscript.
